Working Arrangements: Fully Remote
Rate per day: Up to £440 per day
We are recruiting an experienced Tribunal Officer to deliver complex SEND casework for Hertfordshire County Council. The role involves managing appeals relating to the identification, assessment and provision for children and young people (0–25) with special educational needs and disabilities, including oversight of all open tribunal cases and associated EHCP processes.
Key Responsibilities
- Deliver reactive, high-quality casework for all SEND tribunal appeals, promoting resolution and reconciliation wherever possible.
- Represent the Local Authority at SEND Tribunal hearings and defend the appropriateness of proposed EHCP provision.
- Coordinate robust multi-agency plans, demonstrating strong negotiation and influencing skills with parents, schools and professionals.
- Lead the preparation of tribunal documentation, including chronologies, multi-agency meetings, conferences, and full evidence bundles.
- Contribute to the development of SEND policy and procedures, maintaining up-to-date knowledge of legislation and best practice.
- Support team induction, training and quality improvement, helping to reduce the authority’s exposure to appeals, litigation and LGO complaints.
- Maintain accurate database records and support monitoring and quality assurance within the EHC assessment and review service.
- Experience handling SEND appeals, including representing a Local Authority at tribunal hearings.
- 2–3 years’ experience working within or aligned to SEND services.
- Strong understanding of complex SEND systems, processes and multi-agency working.
- Experience working with families, children or young people.
- Excellent relationship-building, negotiation and influencing skills.
- Significant knowledge of relevant legislation, including:
- Children and Families Act 2014
- SEND Code of Practice 2014
- Equalities Act 2010
- Strong organisational skills with the ability to work independently, manage conflicting demands and meet tight deadlines.
- High-quality written and verbal communication skills.
- Confident IT skills, including report writing, data analysis and database management.
- Proven experience liaising effectively with multi-disciplinary agencies, parents and carers.
